Narrative
On Friday, July 6, 2012, Scott Thomas (of 84 Topeka Ave, Phoenix, AZ) was placed under arrest at 123 Mission St after being observed entering a residence at this location. On the above time and date, I was on uniformed duty in an unmarked police cruiser assigned to the Cactus Park Precinct, working from 9:00AM-5:30 PM. At approximately 1:45 PM, I was operating my cruiser on Wasu Street near Mission Street. At that time, I overheard an ECC broadcast for a possible break in progress at 123 Mission Street. Due to my proximity, I responded.
When I arrived at 123 Mission Street I radioed ECC and asked that they have the caller meet me outside of the residence. I was told the caller was the next door neighbor. As I approached the door a female voice called out to me. I turned and looked in the direction of the voice and observed a black female, later identified as Kim Toney. Toney, who was standing on the corner of the porch, held a wireless telephone in her hand and told me she had called the police. She told me that she observed one white male under the carport of her neighbor’s house at 123 Mission Street. She told me she observed the man wedging his shoulder into the side door to the house and it appeared he was trying to force his way inside. When she returned to her window after grabbing her cell phone the neighbor’s side door was open and she did not see the suspect.
As I turned to face the neighbor’s house I could see a white man open the front door and stand on the porch. I radioed ECC and asked for the assistance on an additional officer. I asked the man, later identified as Thomas, if he would step off of the porch and speak with me. He replied “No I will not,†then demanded to know who I was. I told him that I was “Officer Murphy with the Phoenix Police Department†and that I was investigating a report of a break in progress at the residence. As I descended the porch stairs I asked Thomas if there was anyone else in the residence. Thomas jumped off the porch into the front yard and began running toward the street. I took chase and caught up to him at the curb, where I tackled him to the ground in the street. I applied handcuffs with his arms behind his back and sat him on the curb. At this point Officers Brooks and Grant arrived and I asked them to sit with the suspect while I secured the scene. I radioed ECC and asked for the assistance of crime scene response.
After a brief consultation with Sgt. Crimson, Thomas was transported to 201 S 4th Avenue in a police cruiser (Offs Brooks and Grant) where he was booked by Off. P. S. Murphy.

Witness Kimberly Toney reportedly had been working at Packaging Specialists on 602 South 54th Avenue Phoenix, AZ. Six months ago she was fired for theft in the shipping department at her workplace. She contested the accusation in court and was found not guilty due to lack of evidence. She has no previous criminal record. Further investigation reveals Ms. Toney is the ex-mother-in-law to the offender, Scott Gregory Thomas, and had recently been seen speaking with Sarah Lynn Clipperstein.
